Andrew Square to Dewar Street Reliability Project
Why Are We Doing This Project?
To improve the reliability of Boston’s electric system now and into the future, a new 2.1 mile underground 115-kilovolt (kV) transmission line will connect Eversource's Andrew Square substation to the Dewar Street substation.
The project also includes improvements within the existing fence lines of our substations, to further ensure the delivery of safe, reliable power.
Where Is This Work Being Done?
The 2.1-mile transmission line will run under streets in Dorchester and South Boston, connecting our Andrew Square and Dewar Street substations.

Andrew Square Substation
Week of April 14
- Crews plan to continue work at the Andrew Square substation located along Ellery Street. This work consists of forming and altering the foundation of the control house site, performing survey tests, and continued electrical work within the substation property.
- Equipment that may be needed to complete this activity includes excavators, front-end loaders, concrete cutting saws and jackhammers.
- All contractor vehicles will be parked inside the substation fence.

Week of April 14
Father Songin Way
- Crews will be mobilizing on Father Songin Way to perform duct-bank excavation and conduit installation. The equipment required to perform this work will include jackhammers, vacuum trucks, dump trucks and concrete-cutting saws.
- Work will be conducted between the permitted hours of 7 a.m. to 4 p.m.
- All work will be contained within temporary work zones along Father Songin Way. There are no expected road closures as part of this work, but 'No parking' signs will be posted along the length of the work zones. There will be no parking available in these spots during daytime work hours.
O’Connor Way
- Crews will be mobilized on O’Connor Way, inside the Mary Ellen McCormack Community to prep the Electric Manhole for future cable work.
- Crews plan to mobilize at the corner of O’Connor Way and Dorchester Avenue to perform duct-bank excavation. Equipment required to perform this work will include jackhammers, vac trucks, dump trucks and concrete-cutting saws.
- Work will be conducted between the permitted hours of 7 a.m. to 4 p.m.
- As our crews work on O’Connor Way continues, traffic will be provided access.
- There will be 'No parking' signs posted along O’Connor Way the length of the work zone. There will be no parking allowed in these spots during daytime work hours. Police details have been requested to assist with traffic management during the use of the construction work zone.
O'Callaghan Way
- Construction crews plan to continue work on O’Callaghan Way the week of April 14 to perform duct-bank excavation and conduit placement.
- Equipment needed to complete this work includes a concrete-cutting saw, jackhammers, excavators, dump trucks and a vacuum truck.
- Work will be conducted between the permitted hours of 9:30 a.m. to 3:30 p.m. for work north of Gavin Way, and from 7 a.m. to 4 p.m. for work south of Gavin Way.
- All work will be contained within temporary work zones along O’Callaghan Way. There will be a road closure as part of this work.
- There will be 'No parking' signs posted along O’Callaghan Way the length of the work zones: there will be no parking in these spots during the daytime work hours.
- Crews will work with the Boston Housing Authority Police and City of Boston Police to facilitate car traffic and pedestrian traffic.
- Access for O’Callaghan Way will be made for Emergency Vehicles and other Important Community Needs.
Morissey Boulevard
Week of April 14
No work is scheduled this week.
Savin Hill
Week of April 14
Springdale Street
- Restoration activities are scheduled to continue and last the duration of the week.
Dewar Street Substation
Week of April 14
Crews plan to continue work at the Dewar Street substation located near 65 Bay Street. This work consists of forming and altering the foundation of the control house site, performing survey tests, and continued electrical work within the substation property.
Equipment that may be needed to complete this activity includes excavators, front-end loaders, concrete cutting saws and jackhammers.
All contractor vehicles will be parked inside the substation fence.
Traffic Management Plans
Working in consultation with town and state officials, including the Massachusetts Department of Transportation, we developed a traffic management plan (TMP) for each section of the project.
The TMPs include a detailed site plan, hours of construction and area-specific traffic controls.
All TMPs are subject to change and may be updated often.

Siting Review
We filed a petition with the Massachusetts EFSB for approval to construct and operate the new 115-kV transmission line.
The petition filing is part of the regulatory review process, as defined by Massachusetts state statutes.
On March 1, 2019, we submitted the following Siting Petition to the EFSB:
The EFSB held a Public Comment Hearing on June 26, 2019, in Boston, where individuals and groups affected by the initial petition were given the opportunity to voice feedback to the Siting Board.
The Siting Board conducted a remote Siting Board meeting using Zoom on June 30, 2021, at 1 p.m. to listen to comments and vote on whether to approve, approve with conditions or reject the project.
The Siting Board's Final Decision to approve the project was issued on July 2, 2021.
